Prior to founding Ranelagh Capital & Strategy (2008), he served in several official positions with international organisations and institutions. He was OSCE Economic and Environmental Counsellor for Azerbaijan (2005-2006), Regional Administrator in charge of South East Europe with the OECD and Director of the Regional Office in Belgrade (2002-2005), Administrator with the OECD Directorate for Financial and Enterprise Affairs (2001-2002), Project Director and Consultant for the European Commission (2000-2001), Researcher with the French Foreign Affairs (1998-2000), and Advisor to enterprises and a big four consulting firm (1995-1998). He holds a Ph. D. in Law (summa cum laude) and a M.A. in Public and Private Law of Economy.
Dr. Antoine Kuruneri-Millet has an in-depth knowledge of international affairs, foreign direct investments, law, public policy reforms and development issues. He has an extensive experience in public-private sector dialogue, policy advice and advocacy to governments, high level negotiations, project management, and in building and facilitating international cooperation.
A French national, 44 years old, married, Antoine Kuruneri-Millet has been posted in Baku, Belgrade, and Moscow. He speaks English and French and has conversational Russian and Spanish.
He is the author of numerous publications in the strategic, legal and economic fields on transition economies in La Revue de Stratégie - Agir, Le Moniteur du Commerce International, La Revue de Géoéconomie, La Revue Défense Nationale. He is also the author of a thesis on “The legal framework of foreign direct investments in the Russian Federation: history and perspectives”. Antoine Kuruneri-Millet is a Member of the Scientific Committee of the Société de Stratégie, a former member of the Scientific Council of the University of Cergy-Pontoise, a former member of and former Advisor to the Board of the Foreign Investors Council in Serbia, co-founder of the latter and of the Foreign Investors Council in Moldova and Macedonia, and initiator of the Regional Network of Foreign Investors Councils in South-East Europe. He is a former member and was co-founder and Deputy Secretary-General of the Cercle Kondratief – an international network of public and private sector leaders aiming at supporting the transition process and at sharing business experiences in CIS countries, and an ex-officio member of the Comité d'Etudes de Défense Nationale. His expertise has been highlighted in the media (e.g. Le Monde 22/03/2000 & Bloomberg TV 14/03/2000) and mentionned in expert government circles (e.g. Rapport Parlementaire N° 995 - Assemblée Nationale - Commission des Finances de l'Economie Générale et du Plan - H. Mariton: "L'implantation des entreprises françaises en Russie", Juillet 2003). He also coordinated several publications such as 2002 "La stratégie Russe au XXIème siècle" and 2004 "L'avenir européen des Balkans" as well as 2005 "La Société de l’Information : enjeux stratégiques" & 2006 "Médiation et Négociation" & 2007 "Sociétés Civiles et Pouvoirs" & 2008 "La Question du Développement" & 2010 "Recomposer l’Europe". His hobbies are sailing, home design, sport precision shooting, outdoors activities, music and literature.
